Minors fly too, and not always next to the adult who's supposed to be watching them. Airlines routinely seat children apart from their parents, especially on discount fares. The U.S. Department of Transportation has spent years fielding complaints about young children seated rows away from a parent, sometimes next to a stranger. If something happens in that seat, the adult who could step in may not even be close enough to know.
If in-flight sexual assault is already a federal felony, and it is, why does a woman or a family need to hire a lawyer and fight an international treaty just to be taken seriously? This should be a basic protection, not a legal battle only the people who can afford it get to fight.
